Opposed the plan, saying the medium-density designations near his five-acre Desert Shadows Lane parcel contradict why he moved there; urged the city to develop vacant land along 95A instead of the Highlands.

Accepted growth is coming but questioned whether open-range cattle were considered and said he never received mailed notice of the surveys, asking how they were distributed.

Said he only got notice in the latest mailing, found the map unreadable for his property, raised concerns about the limited water table and forced connection to city water/sewer, and complained the existing Highlands park is poorly maintained.
