Civic issues
Topics getting the most attention in Fernley public meetings, ranked by how frequently they come up.
Hydrant meter deposit fees
The council will consider changing the deposits charged for hydrant meters — the temporary water meters contractors use on job sites.
Utility contracts for rate study, Good Earth infrastructure, and emergency generator
The council would approve a two-year union contract covering city employees in IBEW Local 1245, effective through June 2028.
Wilson Landing subdivision timeline extension
A 37-lot single-family subdivision north of Scott Drive could get until the end of 2028 to record its final map, instead of expiring this month. It's only the first reading, so there's more process ahead before anything is locked in.
Nevada Assembly Bill 540 attainable housing
Resident John Reichland pushed the council to look at the other side of the housing coin — the thousands of Nevadans evicted this year — and asked what the city can do locally. Councilman Torres noted the city works with the sheriff and Lyon County Health and Human Services on rent assistance.
Truckee Canal litigation ends
Fernley has fought the Bureau of Reclamation over the canal lining project's environmental review for years — and it's now over. After the 9th Circuit ruled against the city in September, lawyers said a Supreme Court appeal was a thousand-to-one long shot, and the council agreed to end the case.
Gustafson Bridge and East Cedar Street design
Consent approvals moved two road projects forward: $348,900 for 30% design of the Gustafson Bridge replacement, and $59,000 more for East Cedar Street design covering water lines and street improvements from Hardie Lane to US 95A.
Data center / power plant interest in Fernley
The city just created its own municipal electric utility to serve big industrial loads in the Victory Logistics District, funded entirely by about $600 million in private capital. The promise: power by November 2028 instead of 2038, and roughly $23 million a year in city revenue at full build-out — with no cost to existing ratepayers. Councilman Mendoza wants a five-person board instead of three, and an amendment is coming after the new year.
Registered sex offender compliance
The sheriff's office reported catching an unregistered sex offender at the substation and reassured residents: 280 registered offenders countywide, weekly compliance arrests, and an alert sign-up residents can use before Halloween.
Mayor's Pond Park and existing park conditions
Councilman Mendoza said parks are already 'overrun' and growth will make it worse, while Hanan noted Fernley has the most parks per capita but the lowest park budget per capita in Nevada. The city is also holding open houses on its cemetery, safe routes to school, comprehensive, and storm drain master plans.
Corridor Action Plan for 95, Main Street, and Farm District
The city's first citywide traffic model shows the 95/Cottonwood intersection and the roundabout as top trouble spots as Fernley grows toward 50,000 people. Recommendations include multilane roundabout conversion, widening key segments, and filling sidewalk and bike gaps — none funded yet.
Adjacency development standards amendment
The planning department's updated adjacency standards, revised after council feedback, got their first reading and will return for action.
School capacity amid rapid housing growth
Superintendent Tim Logan reported Fernley enrollment is down 2.6 percent and schools have roughly 790 open seats, but council members pressed on whether the district can absorb roughly 4,000 approved homes. The district will share its student-per-household formula and five-year facilities plan.
Fire staffing and regional academy partnership
North Line Fire has five vacancies, 160 applications, and two recruits entering the regional academy in Carson City — with Central Lyon covering about $70,000 in instructor costs. An open house is set for October 24.
Short-term rental regulation
The city started the process to define short-term rentals (like Airbnbs) and set use standards in the development code. It's just a first reading — no decision yet.
49-lot Subdivision and Growth/service Capacity
Council approved 49 new single-family homes on 32 acres near Browne Lane. Councilman Mendoza argued the city should require capacity studies from developers so it knows schools, police, fire and parks can handle the added population before approving; the rest of the council relied on agencies to raise objections themselves.
Fernley High School traffic and pedestrian safety
The high school principal asked the council to push NDOT to drop the 55 mph zone to 45 in front of the school and move the 35 zone south, citing a serious crash that week and two pedestrian strikes in a year. Council members said a $3.5 million speed-reduction/crossing project is in the works.
2027 Legislative Agenda — Equipment Financing
The city's official bill draft request would expand the Nevada Infrastructure Bank's authority to finance equipment like backhoes, dump trucks, and utility vehicles for cities under 50,000 residents.
Minor Conditional Use Permit
A new ordinance would create a streamlined 'Minor Conditional Use Permit' track in the development code — faster approvals for smaller land-use requests.
2027 CDBG grant projects
Fernley is eligible to compete for a share of $2.9 million in rural Nevada community development grants; residents can suggest projects before the August 19 meeting.
Sewer Master Plan adoption
The council would commit to a 20-40% local match to pursue a federal Economic Development Administration grant for designing the wastewater treatment plant project — a big-ticket infrastructure move.
Boys & Girls Club growth at the CRRC
Attendance at the Community Response and Resource Center nearly doubled over the summer (223 kids daily), and new fencing and asphalt will boost security and programming space.
South Fernley Area Plan
A 10,000-acre long-range blueprint for south of the canal that keeps most land rural while marking spots for small commercial, medium-density housing, a school, parks, and canal crossings. Highlands residents protested they weren't notified and fear dense housing next to their five-acre parcels.
School zone safety as school year starts
Kimley Horn presented the finished safety plan: 944 crashes in five years, impairment and speeding as top behaviors, and recommendations from cheap fixes (signage, striping) up to a school zone and crossings. It sets the stage for grant funding.
Private activity bond cap transfer
Resolution 25-011 would send Fernley's 2026 private activity bond volume cap to the Nevada Rural Housing Authority, supporting affordable housing financing statewide.
Community fishing pond grant
A $100,000 Wildlife Heritage grant would help fund a new community fishing pond and park amenities.
Sherwood Village eminent domain on Fremont and Vine Streets
The developer of Sherwood Village, a roughly 26.5-acre residential project, asked to amend its development agreement to reflect a changed project layout.
Water treatment plant expansion and PFAS
Three city wells exceed EPA PFAS limits and the canal water has detections too, so the council approved a $10.9 million design contract to treat Truckee Canal surface water, remove PFAS and expand capacity to 30 million gallons per day. Compliance deadline is 2029, possibly extended to 2031.
Flock surveillance cameras
Multiple residents questioned why Flock license-plate cameras are on neighborhood poles and highway exits, citing privacy and data-sharing by the private company.
Low-cost spay/neuter program
A new lottery-based voucher program offers $50-$100 co-pays for spay/neuter at local vet clinics, aimed at cutting unwanted litters and shelter overcrowding.
Park restroom access and costs
A resident corrected earlier figures on portable restroom costs and reported changes at the parks, and the Public Works Director announced restrooms will now be open weekdays from 7 a.m. to 3:30 p.m.
FY 2026-27 property and liability insurance renewal
The city's insurance costs are rising about 13% to $475,899.68 for the coming fiscal year, mostly because payroll and property values grew. The pool plan also adds free cyber coverage and training.
Mayor and council salary adjustment
Bill #387 would adjust salaries for the mayor and city council members via an amendment to the municipal code.
Proposed Title 16 nuisance code
A council member proposed halting work on the Title 16 rewrite and instead creating a civil penalty option for existing code violations instead of criminal penalties.
$4M capital improvement commitment
Resolution #26-012 would commit about $4 million of the city's FY2026 reserve fund balance to capital projects and equipment approved in the FY2027 plan.
Friendly 5 Planned Development arterial roadway connection
Bill #385 would modify the Friendly 5 planned development, including a new arterial road connection to U.S. Highway 50 and changed construction timing.
Comprehensive Master Plan 2050 update
Matrix Design Group was scheduled to introduce the city's Master Plan 2050 update, including its timeline and community outreach plans — the document that will guide Fernley's growth.
Homeless encampment north of Truck-Inn
The sheriff's department reported six weeks of outreach at the homeless encampment north of Truck-Inn, followed by trespass warnings issued with BLM; cleanup is beginning.
Insurance renewal timing and interlocal agreement
The council learned the POOL insurance renewal was brought forward after the 120-day withdrawal deadline, leaving the vote essentially moot, and tabled the item while seeking alternatives.
Main Street Art Park
The council approved an MOU amendment with Main Street Fernley to coordinate planning, design, and funding for the Art Park, a downtown gathering space with public art, food truck space, and crosswalk connections to the depot.
25th Anniversary Statue and Celebration
Fernley turns 25 on July 1. The council approved a rearing wild horse sculpture with Twisted Steel artwork for the Main Street Art Park, plus commemorative coins — silver ones numbered 1 through 50 — going on pre-sale June 1.
Special Event Vendor Fees (Resolution 26-011)
Event organizers told the council the proposed $25 fees are driving vendors away — one organizer says he lost 36 vendors in one night. The council pulled the item and will revisit it.
Out of Town Park Site Planning
The city will apply for free pro-bono planning help from the American Planning Association to finally move a long-stalled sports complex/site plan for Out of Town Park forward.
FY 2026/2027 Final Budget Adoption
The city locked in its next-year budget: about $23.5 million in general fund revenue, big water and sewer capital lists, and a $2 million placeholder transfer to a capital projects fund. A one-time $110,000 payment to North Lyon County Fire was split out because of a council member's conflict.
Police Force Establishment
Fernley is putting its own police department on hold, meaning your current police setup isn't changing anytime soon. If you were hoping for local control over law enforcement, you'll have to keep waiting.
